Converts a hex string to Uint8Array (accepts with or without 0x prefix).
Every byte is two hex digits, so an odd number of digits is refused. It used to be padded with a leading zero, which shifts every byte by one digit: a 64-digit subaccount that lost its last digit in a copy became a different 32-byte subaccount, which a ledger accepts.
